ORGANISATIONAL LOCATION The Certification Directorate of the European Aviation Safety Agency (EASA) is responsible for the application of Article 5 (Airworthiness), Article 6 (Essential requirements for environmental protection), Article 20 (Airworthiness and environmental certification) and Article 21 (Pilot certification) of the Regulation (EC) No 216/2008 of the European Parliament and of the Council and as amended by Regulation (EC) No 1108/2009. In the frame of the second extension of the remit of the Agency as defined by art. 22a (c) of CE regulation 216/2008 modified by CE regulation 1108/2009, the Agency will issue and renew certificates to organisations providing pan-European services in the domain of air traffic management (ATM) and air navigation services (ANS). To this purpose and when appropriate, the Agency will have to review the safety cases and the interoperability assessments of the systems used by these pan-European service providers. The Agency will also perform the ongoing oversight of these organisations, and approve the safety cases and interoperability assessments of the changes of the systems used by these organisations. At the present time, the European Satellite Service Provider, which operates EGNOS, is such a pan-European ANS service provider and EGNOS is the related system. Galileo and certain other systems developed in the frame of SESAR will also be used in the frame of pan-European ATM/ANS services.
JOB CONTENT
Reporting to the Certification Director and the Deputy Certification Director, the job holder will have to develop the ATM/ANS Department within the Certification Directorate whilst simultaneously ensuring the operational tasks. S/he will be in particular responsible for:
Developing the newly created ATM/ANS Department in the Certification Directorate;
Representing the Department in the directorate's management structure,
Defining the structure of the Department, planning its development and providing input for the Agency's business plan;
Participating in the recruitment of the Department's staff;
Managing and developing the staff of the Department, which encompasses tasks such as organising and coordinating the work of the Department, establishing individual objectives, identifying training needs, etc.;
Managing the Department budget including missions budget;
Coordinating as necessary with the Approvals & Standardisation Directorate of the Agency, which is responsible for managing the certificates of the pan-European service providers;
Designing and enforcing all necessary procedures for the Department, in liaison with the Certification Policy and Planning Department within the Certification Directorate;
Supervising technical decisions of the Department,
Organising the transfer of tasks from the National Supervisory Authorities to the Certification Directorate of the Agency in line with the development of the Department;
Taking progressively a leading role in the safety-case and interoperability assessments of pan-European systems;
Participating actively in the related rulemaking activities;
Representing the Agency, when deemed necessary towards the European Commission, Eurocontrol, the Member States in the field of safety case and interoperability assessment of systems;
Ensuring coordination with the airworthiness and operational related to the airborne segment of such systems;
Participating in standardisation and accreditation activities as deemed necessary;
Supporting the development of the Agency's quality system as deemed necessary;
Participating actively in European and international initiatives related to the safety oversight of pan-European ATM/ANS systems;
Contributing to other management or coordination tasks, as requested by the Certification Director.
PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS
A. ELIGIBILITY CRITERIA

-At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtained the university degree, at least 15 years of professional experience;

At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years and, after having obtained the university degree, at least 16 years of professional experience; OR Where justified in the interests of the service, professional training of an equivalent level, in a relevant technical domain and, after having completed the professional training, at least the professional experience indicated in the table below:

B. SPECIFIC COMPETENCES AND SKILLS a) Essential
The professional experience required under section A1 must have been acquired in a similar technical environment to that of the activities outlined in the job description with a minimum of 10 years in ATM or ANS related technical systems (ground or space based, or both) of which 3 years worked in positions related to the activities contained in the job description;
Proven technical knowledge of the safety issues associated with pan-European ATM/ANS systems, in particular for satellite based systems;
Proven experience with the safety case and operability assessment techniques, methods and tools used in the frame of the European single sky regulations;
Proven capacity to lead a divisional organisation, at both strategic and internal management levels, with previous professional experience in developing a similar managerial function;
Capacity to successfully chair meetings, summarise complex situations, identify and convey key messages to senior management;
Ability to write clear and concise reports;
Good command of both written and spoken English.

Knowledge of the Member States' public and private organisations operating within the scope of the Agency, in particular for safety cases and interoperability assessment of ATM/ANS systems in the European single sky regulatory system;
Knowledge of the Europeans single sky regulations and European regulatory framework;
Knowledge of non-EU organisations carrying-out equivalent or linked activities to the Agency's framework responsibilities;
