ORGANISATIONAL LOCATION The Certification Directorate of the European Aviation Safety Agency (EASA) is responsible for the application of Article 5 (Airworthiness), Article 6 (Essential requirements for environmental protection), Article 20 (Airworthiness and environmental certification) and Article 21 (Pilot certification) of the Regulation (EC) No 216/2008 of the European Parliament and of the Council and as amended by Regulation (EC) No 1108/2009. The Products Department is responsible for the management of all certification projects undertaken by the Agency and the issue of the airworthiness and environmental protection approvals for all products, parts and appliances, modifications, repairs, supplemental type certificates and airworthiness directives. The Products Department also provides product certification expertise to the Approvals and Standardisation Directorate in support of their NAA accreditation teams and design organisation approval teams.
JOB CONTENT
The job holder will report directly to the rotorcraft, balloon and airship section manager of the products department of the certification directorate of the Agency and assist in overseeing, leading and co-ordinating teams dealing with the day-to-day regulatory activities being conducted by the Agency or on behalf of the Agency. The jobholder will be responsible for the management of initial and continued airworthiness projects related to one or several rotorcraft types (products). S/he will be in particular responsible for:
· Performing certification and continued airworthiness activities on corresponding products;
· Administering the approval of repairs, modifications and STC's on corresponding products;
· Managing the continued airworthiness activities (CAW) of the concerned products to ensure consistent and timely followup of in-service events, incidents, and accidents, ensuring that required safety standards are maintained post type certification by assessing relevant information, including service experience and taking appropriate follow up action where necessary;
· Managing a certification team comprising experts of several disciplines, as appropriate;
· Ensuring proper coordination with the finance directorate for all matters related to the administrative processing of applications, project sizing, hours, project accounting, certificates, invoicing, etc;
· When appropriate, managing outsourced resources (national aviation Authorities, qualified entities);
· Ensuring proper execution and timely completion of certification processes in accordance with agreed requirements;
· Providing input and support to design, production and maintenance organisation approval activities;
· Contributing to maintaining and updating of certification specifications;
· Contributing to maintaining and updating of the product certification procedures;
· Providing guidance and acting as a mentor to less experienced PCMs;
· Providing input and support for EASA accreditation activities of NAAs and qualified entities,
· Providing support to the activities of the other EASA Directorates as necessary.

A. ELIGIBILITY CRITERIA

-At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtained the university degree, at least 6 years of professional experience;

At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years and, after having obtained the university degree, at least 7 years of professional experience; OR Where justified in the interests of the service, professional training of an equivalent level, in a relevant technical domain and, after having completed the professional training, at least the professional experience indicated in the table below:

B. SPECIFIC COMPETENCES AND SKILLS a) Essential
· University degree referred to in section A1 must be attested by a diploma in engineering or professional training of an equivalent level in a relevant technical domain;
· The professional experience under section A1, must have been acquired in a similar technical environment to that of the activities outlined in the job description with a minimum of 3 years acquired in the field of rotorcraft certification or in positions related to the activities contained in the job description;
· Extensive knowledge of rotorcraft design and in particular the related safety regulatory requirements;
· Experience in managing a team;
· Willingness to travel extensively,
· Ability to write clear and concise reports;
· Good command of both written and spoken English.
b) Advantageous
· Proven experience in project certification management acquired from either a certification agency or industry, including military;
· Experience in the domain of Continuing Airworthiness;
· Ability to investigate and reach justified conclusions to an accomplished level;
· Experience of project validation of e.g. US, Canadian rotorcraft;
· Good knowledge of organisations operating within the scope of this job description in the different Member States;
· Ability to cope concurrently with a large number of tasks and to work under time pressure;
· Good communication skills.
