ORGANISATIONAL LOCATION The Certification Directorate of the European Aviation Safety Agency (EASA) is responsible for the application of Article 5 (Airworthiness), Article 6 (Essential requirements for environmental protection), Article 20 (Airworthiness and environmental certification) and Article 21 (Pilot certification) of the Regulation (EC) No 216/2008 of the European Parliament and of the Council and as amended by Regulation (EC) No 1108/2009. The Flight Standards Department is responsible for interface activities that fall between Certification and Operations. Due to the new Basic Regulation (BR) (216/2008) extending the Agency's responsibilities to rulemaking activities in the fields of operations and flight crew licensing the Department will be in charge of new EASA activities related to Airworthiness and Operations, once the applicable Implementing Rules are in place. Today, the Department's activities encompass, within the framework of the Operations Evaluation Board (OEB), with the help of the NAAs such as: minimum syllabus of pilot type rating, qualification of associated simulators (STD), master minimum equipment list (MMEL) and cabin crew training syllabus for an aircraft type. Moreover the Department is responsible for Maintenance Review Board (MRB) activities, International Maintenance Review Board Policy Board (IMRBPB), Aircraft Operational Qualification related activities as part of the OEB.
JOB CONTENT
The job holder will report directly to the MMEL Section Manager of the Flight Standards Department within the Certification Directorate of the Agency and assists the MMEL section manager and OEBs (Operational Evaluation Board) in dealing with the day-to-day activities being conducted by the Agency. The jobholder will initially perform her/his tasks under the co-ordination of another expert of the Agency, gradually progressing to work alone on complex projects. He/she will in particular be responsible for:
· Assisting the MMEL Manager within Flight Standards in matters related to MMELs;
· Ensuring proper execution of the related process and completion in accordance with expected time scale;
· Managing the MMEL review process for types attributed to them;
· Participating in related rulemaking and policy making activities;
· Participating in updating of the database with MMEL status reports;
· Contributing to the proper execution of OEB processes and completion in accordance with expected time scale of applicants;
· Ensuring that required safety standards are maintained post type certification by assessing relevant information, including service experience and taking appropriate follow up action where necessary;
· Providing support to the activities of the other EASA Directorates as necessary;
· Providing a source of assistance and expert advice both within and outside the Agency.
PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS
A. ELIGIBILITY CRITERIA

1.At least a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years and, after having obtained the university degree, at least 3 years of professional experience;
OR Where justified in the interests of the service, professional training of an equivalent level, in a relevant technical domain and, after having completed the professional training, at least the professional experience indicated in the table below:

B. SPECIFIC COMPETENCES AND SKILLS a) Essential
· The professional experience required under section A1, must have been acquired in a similar technical environment to that of the activities outlined in the job description with a minimum of 1 year worked in the field of aircraft operations, or in positions related to the activities contained in the job description;
· Proven knowledge of the MMEL review processes and of related administrative and technical procedures as shown in professional experience in either the industry or National Aviation Authority;
· Proven knowledge of technical and safety requirements relevant to aircraft certification or operational approvals;
· Ability to investigate and reach justified conclusions to an accomplished level;
· Ability to cope concurrently with a large number of tasks and to work under time pressure;
· Ability to write clear and concise reports;
· Good communication skills and ability to work with an international team;
· Good command of both written and spoken English.
b) Advantageous
· Experience within the (J)OEB process;
· Experience in project management as shown by professional experience in either a Certification Agency or industry;
· Knowledge of national, international and industrial actors, active within the scope of this job description.
